NO i dont think its a lie, Madara probably really intended to do it but is changing his mind, as it slowly starting to get corrupted by power, infinite tskoyomi is pretty much communsim everyone willl be equal, but Madara just wants power

I don't think it's a lie. I think he's just disappointed the juubi is not at full strength. He may be waiting for something else to happen to start his genjustsu. Now wat that is idk.

Nagato was able to maintain rain in a whole country when he wanted. This Nagato using his Rinnegan and own power. Now Madara has Hashimara's body, the Juubi and his own power + Obito. I am pretty sure they can bring night in the whole world and force the moon to shine at every time.

Their only problem are Naruto and Bee. Both of them can escape the genjutsu because of their powerful beast.

But it's possible, heck, probable, Naruto and Bee can break out of it.
