    well the clone from chapter 18 can wish cant kazumi wish too even though shes made of witch flesh because jyubey said anything can wish except males or something. But i dont think kazumi knows though and is she already a puella magi but made up of dead ones....

    Yeah, but they were made differently.

    Kazumi was explained to be made using Michiru's body and witch parts, Nico's clone was made from nothing but magic. Michiru was already a Puella Magi when she died. Notice how all of her clones are born already having her powers. (Along with the powers of the other girls.) So I don't think Kazumi could make a wish. Also, Kazumi has a Soul Gem, which only happens when you contract. Even though she didn't, I guess it's because she was made from the body of an existing Puella Magi? That's my understanding.

    I believe Juubey comments that humans can contract. I don't think gender was even specified, though Madoka-verse rules seem to imply that males cannot contract (or perhaps they can, but the Incubators tend to avoid them because energy collection wouldn't be as high?).

    In any case, all the girls could contract because they're human (obviously). The new Hiijiri Kanna, who was created entirely by magic, also had the ability to contract. Kazumi's clones, however, were never human; they're a combination of mahou shoujo and witch, and they already possess Kazumi's abilities.

    It was implied that any human can contract, regardless of gender or age. However, since young females have been proven to give the most energy in a contract, they wouldn't even consider anyone else, such as boys, since they would not produce as much energy as the girls so their contract would be deemed pointless in their eyes.
