Pretty sure that was supposed to be his dad. It says earlier that his father went crazy memorizing all the books in the library (and he looks like the Hellskin character because that was his favorite book/the one he always read to his son to torment him.)

That IS his father at the end. The fireman asks if the deceased had any family. The girlfriend/wife responds no. The elderly neighbor corrects her and informs the fireman that 'Goro' lives the next town over, which clearly surprises the girlfriend/wife. We then cut to an apartment building with a man of a gruesome and terrifying appearance babbling maniacally to himself the same way the son was. He is clearly the father...

Add to that, that the father could've been the one who stole the books to make him go crazy.
But, that is just a possibility, I am really not sure it is the truth.

I agree with the father stealing the books theory, He could have been sneaking out, as the window is clearly shown open and an insane person could figure out a way. He could have returned and stolen the books then tormented his son. Or, it could of been the son's own mental problems of remembering his father and mother and they used to be, which lead to his demise. Fun story nonetheless!
